Vacancy: Energy & BMS Manager

Location: Tidworth, Wiltshire

Our client is an award-winning Facilities Management organisation tasked with the largest UK MoD PFI contract, supporting the British Army across various diverse site in Wiltshire and Hampshire.

The scope of this contract includes the total infrastructure of these establishments, capital projects, lifecycle maintenance and an array of support services.

We have an exciting new vacancy for an Energy & BMS Manager. Responsible for the delivery of the Energy and BMS management services and meeting the requirements of the PFI contract in accordance with legislation, good industry practice and the organisations processes and procedures.

Key Areas of Responsibility:

Energy

  • Ensure that all legislative and contractual requirements for energy management are met.
  • Deliver a programme of building energy usage, efficiency assessments, benchmarking audits.
  • Ensure outcomes of energy surveys are compiled and presented professionally making costed recommendations for improvement.
  • Manage third party energy management software and AMR service providers.
  • Deliver the Quarterly Energy and Water Management Reports to the Authority in the agreed format.
  • Deliver commercially viable capital investment energy business cases.
  • Assist the customer in resolving Third Party MoD utility, fuel and energy supply monitoring related queries.
  • Identify opportunities for the customers use and application of sustainable technologies.
  • Liaise with, and advise, MOD staff having responsibilities for energy and utilities management.
  • Provide advice on energy performance including the use of plant and equipment to ensure compliance with facility DREAM, DEC and EPC ratings.
  • Actively support Sustainability Strategy and Action Plans and update the business on any emerging sustainable technologies.

BMS:

  • Manage, implement, and maintain a detailed Building Management Systems strategy.
  • Manage the BMS systems across the estate including, StruxureWare, Trend, Sigma and Vista.
  • Identify BMS risks and opportunities in relation to lifecycle and obsolescence.
  • Provide detailed review, periodic performance analysis and reporting of BMS supported buildings and related sub-systems.
  • Actively review and assess opportunities to enhance the BMS for Energy efficiency and PPM.

General:

  • Line Management of Energy Technician (4), Data Analysts (3), BMS Technicians (2)
  • Ensure an accurate asset database is collated, updated and maintained including the management of maps, drawings, asset plans, Room Data Sheets and warranties.
  • Provide the appraisal, recommendations and adoption of technologies or innovations that increase operational efficiencies of maintenance delivery, reduce asset operating costs and improve energy efficiency across the managed estate.
  • Manage maintenance sub-contractors as SME for BMS, Solar Thermal and CHPs.

Qualification & Experiences:

  • Degree or equivalent in Engineering or Energy Management
  • Associate IEMA and/or Affiliate IOSH Member (desirable)
  • Chartered Energy Manager or equivalent (desirable)
  • BMS software qualification (desirable)
  • Direct experience of estate energy management.
  • Technical understanding of energy saving technologies, metering, building construction and services.
  • Knowledgeable on established and emerging fuel, energy and utilities related efficiency improving technologies.
  • Technical understanding of HVAC systems.
  • Management, understanding and application of BMS systems.
  • Good leadership and interpersonal skills.
  • Excellent client facing skills with the confidence to deal with people at all levels.
  • Ability to lead, inspire and motivate a team to meet objectives.
  • Capable of working independently and collaboratively as part of a wider team.
  • Excellent communication, numeracy and presentation skills.
  • Excellent written communication skills including report writing.
  • A strong working knowledge of Microsoft Word, Project, Excel and PowerPoint.
