Job Description

Health Safety & Environmental Manager – Tidworth, Wiltshire. Salary up to £48,700pa.

Responsible for ensuring that business activities (Construction & Facilities Management) across multiple sites are delivered in compliance with the company management system which incorporates statutory requirements.

This includes providing professional advice, guidance and assistance to operational staff in the implementation of the company’s occupational HS&E practices to ensure that the risks of activities and workplaces are appropriately controlled.

Key Responsibilities:

  • Drive the improvement of operational HS&E behaviour and performance through innovation, initiatives and campaigns that promote best practice and facilitate engagement and acceptance of responsibility at the operational level.
  • Ensure implementation of management system by line managers across all departments and activities, ensuring individual ownership and accountability.
  • Provide consistent and professional support, guidance and training to managers and other operational staff in the practical delivery of HS&E requirements.
  • Ensure appropriate levels of operational line management resource are competent to carry-out risk assessments.
  • Ensure an up to date register of competent risk-assessors and an up to date register of all estate risk assessments is maintained.
  • Undertake regular reviews of estate risk assessments to ensure they are suitable and sufficient. Provide feedback to risk assessors and where necessary provide additional training/guidance.
  • Ensure appropriate emergency plans and arrangements are in place and regularly tested.
  • Monitor company, partner and contractor HS&E performance on the estates through audits and inspections. Provide analysis and recommendations to senior management on areas of concern or highlight best-practice.
  • Monitor the effectiveness of the inspection regime by line managers and review relevant findings. Provide periodic feedback to the managers.
  • Assist operational line managers with the identification and development of practical and effective safe working behaviours in order to reduce incidents and occupational ill-health.
  • Line management and development of the estate HS&E Advisor and administrator.
  • Consult with the workforce with regard to new work equipment, practices or workplace environments and the HS&E implications that may affect them.
  • Establish and maintain effective communications with the HS&E professionals in the business, estates SHEFs and professionals in partnering organisations. Ensure that all HS&E issues are brought to the attention of the relevant party’s H&SE professionals.
  • Report any incoming communication or contact with any of the relevant enforcement authorities to the business Senior H&S Manager.
  • Ensure that all incidents are appropriately investigated, reported and recorded in line with business timelines. Provide the relevant information to Senior Management and Parent Companies.
  • Undertake regular review of HS&E performance reporting any trends or observations.
  • Maintain the estate non-conformance register. Ensure that actions are assigned to an appropriate manager and close out monitored. Provide regular updates to operational management on the status of non-conformances.
  • Work with estate line managers to continuously review the HS&E training needs for staff.
  • Ensure ISO 14001 and OHSAS 18001 certification is maintained.
  • Ensure Asbestos policy and procedures are implemented and monitored for compliance.
  • Ensure asbestos re-inspection programmes are undertaken to the required timescales and that the Asbestos Register is maintained.
  • Deliver and review annual Asbestos Management Plans.
  • Provide support and guidance to Line Managers with the investigation of Asbestos related incidents.

Qualifications & Experience:

  • NEBOSH Diploma (or equivalent), CMIOSH
  • P405 Management of Asbestos in Buildings
  • Associate Membership level of IEMA
  • ISO 9001 Internal Auditor
  • Proven professional experience in occupational HS&E management (preferably within the service/facilities sector).
  • Experience in working with operational staff on the implementation of initiatives to improve H&S performance and behaviours.
  • Experience of a similar operational role involving working in accordance with business management system requirements.
  • Experience of occupational HS&E auditing and the evaluation of compliance with the business management systems.
  • Experience in the management of both a directly employed workforce and sub-contractors.
  • Working knowledge of CDM Regulations 2015.
